• Abstract

    Social innovation has been gaining ground as a new strategy to address the needs of vulnerable groups within society, with the distinctive characteristic that ideas emerge directly from the community. In communities with high levels of violence and a fractured social fabric, sports emerge as a promising strategy to be included in public interventions aimed at promoting development, unity, and peacebuilding. Sports and recreational physical activities should be part of municipal development plans in Colombia. This study provides a diagnosis that lays the groundwork for a sectoral sports plan with an emphasis on social innovation. We present, for the case of Commune 8 in Sincelejo, Colombia, an assessment of its initial infrastructure conditions and a review of its social programs. The perspective provided by this study offers insights to enhance the design of social policies in this region of Colombia, which has traditionally suffered from ineffective investments with limited social impact. Local budgets could potentially benefit from these improved designs by being more efficient and focused.
