• Abstract

    Over the past years, Vietnam has grown to become one of the fastest growing economies with an impressive poverty escape rate (World bank, 2022). However, according to assessments, the poverty issues in Vietnam still faces several challenges that require in-depth professional intervention activities (UNDP, 2022). The paper focuses on evaluating policy consultation for the poor based on survey of 335 poor people in 3 locations in Quang Ninh province, Vietnam. The results show that about two-thirds of poor people have received policy consultation. The number of poor people who do not receive policy consultation is mostly due to lack of information, do not know how to receive policy consultation and self-deprecation. Basically, poor people evaluate policy consultation well, but there are still some poor people that are not very satisfied with policy consultation. Reasons are: Types for conducting policy consultation is not suitable, there are some consulting contents that have not been clearly explained, policy consultation do not really meet the needs and concern of poor people... Based on the analysis of the strengths and limitations of policy consultating, paper has provided discussions on improving staff capacity, expanding diverse types of policies to meet the needs of the poor… that improves the effectiveness of policy consultation for the poor.
