Housing, in any nations, plays a monumental role in resolving poverty, improving living conditions, and enhancing social mobility in any nation. However, the affordability of housing, particularly for low-income earners, has been challenged to meet the demands of communities in many countries. Consequently, governments worldwide have endeavoured to leverage available housing-related resources to provide adequate accommodation for low-income residents as a primary target for achieving affirmative action and poverty alleviation. Despite extensive and continuous efforts from policymakers, affordable housing schemes still grapple with problems, challenges, and critical concerns that may lead to market turbulence and social fragmentation. Developing countries, in comparison with more advanced regions, exhibit more serious concerns, attracting the attention of global researchers and specialists to uncover and address these barriers. Nonetheless, there is limited existing literature exploring and comparing challenges associated with developing markets concerning local variations and contextual specifications. Recognizing this potential limitation, this work seeks to investigate unexplored dimensions in the Vietnamese housing context, in connection with neighbouring developing countries, to analyse issues challenging the sustainable development of affordable housing. Additionally, based on the analysed data, policy tool implications are proposed to overcome the aforementioned barriers and advance the sustainable affordability of housing for low-income communities.
