• Abstract

    This study examines the influence of human talent and organizational leadership on the efficiency of strategic management within Peru’s Health Network in 2025. To this end, a quantitative, applied, and cross-sectional non-experimental design was adopted, involving 241 employees selected through simple random sampling. From a methodological standpoint, an ordinal logistic regression model was employed after verifying assumptions of normality, independence, and homoscedasticity, thereby ensuring statistical rigor. The findings confirm a strong model fit with substantial explanatory power, as reflected in Nagelkerke R² of 0.972, alongside statistically significant relationships among the principal variables. In this context, higher levels of professional competencies, work motivation, and transformational leadership are associated with notable improvements in institutional efficiency. Specifically, key dimensions include strategic planning, evaluation, and organizational sustainability, underscoring the decisive role of human and leadership factors in both operational performance and long-term outcomes. Moreover, leadership practices oriented toward communication, inspiration, and team alignment are shown to strengthen decision-making processes and enhance organizational coherence. Building upon these findings, a synergistic model of strategic efficiency is proposed, integrating transformational leadership, competency-based management, and the public value framework as complementary pillars. From a theoretical perspective, this study contributes to the literature by providing empirical evidence from a public health context in a developing country, highlighting the relevance of human capital development and leadership institutionalization. Furthermore, it offers practical implications for policymakers and managers, emphasizing the need to strengthen training systems, promote participatory leadership, and consolidate organizational capabilities to enhance efficiency and sustainability in public sector institutions and improve service delivery outcomes.
