Digital technologies are transforming the public sector by enabling the delivery of local services to become more citizen-centered and user-oriented. In this context, innovation and digital transformation have emerged as strategic priorities, particularly in Latin America, where governments face significant challenges related to transparency and citizen participation. Accordingly, this study aims to analyze the advances, challenges, and future perspectives of digital transformation in public administration through a bibliometric review of scientific production published between 2015 and 2025. The analysis draws on the Scopus database and employs VOSviewer software to identify research trends, co-authorship networks, citation patterns, and the evolution of knowledge within the field. The findings reveal sustained growth in scientific output, along with a conceptual shift from traditional e-government approaches toward more comprehensive models of digital and intelligent governance. Moreover, the role of digital transformation extends beyond the mere digitization of administrative procedures, encompassing civic leadership, organizational capabilities, and the integration of artificial intelligence. It is concluded that digital transformation in Latin American public administration requires comprehensive and context-sensitive approaches to consolidate intelligent governance aimed at the creation of public value.
